INTRODUCTION Participation in tertiary education of young people from non-metropolitan locations remains below the rate for metropolitan youth. Many factors contribute to this difference in participation. It has been attributed to barriers such as distance and therefore the cost associated with relocation and to psychological barriers (Bornholt, Gientzotis, & Cooney, 2004); to low levels of family and community social capital (Kilpatrick & Abbott-Chapman, 2002); and to low socioeconomic status (SES), low aspiration, school non-completion and low achievement (James, 2002; James, et al., 2008; James, Baldwin, Coates, Krause, & McInnis, 2004). Rural young people hold more favourable views of the utility of VET study than do metropolitan students (James, et al., 2008) and enrol in VET at a higher rate than do metropolitan youth (Curtis, 2008).
